Motion Photos: Option to not autoplay on open

Current behavior:
When browsing photos, if some happen to be Motion Photos, the app (or web app) forces the motion part to play in full before displaying the actual still photo. This creates an unnecessary delay when simply trying to view the image.

Proposed solution:
Add a setting to choose how Motion Photos behave when opened:

1. Autoplay – plays the motion part automatically (current default behavior)

2. Still only – displays the still photo immediately without playing the animation

3. Tap to play – shows the still photo and lets the user tap to trigger the motion
